County of Monterey: Books and Ballots Program Honored with National Recognition


SALINAS, CA – The United States Elections Assistance Commission (EAC) announced that the County of Monterey: Books and Ballots program was selected to be honored for excellence in election administration with a national Clearinghouse Award for Innovation and New Practices in Election Administration. Also known as the “Clearies,” the U.S. Election Assistance Commission (EAC) presents the awards program annually to celebrate the hard work of election offices across the country. Now in its nineth year, this year’s Clearie Awards honored programs that took place during the 2024 presidential election year.

 

The Books and Ballots program reflects a joint effort of the Monterey County Elections Office and the Monterey County Free Libraries. The program brings the Monterey County Elections office and all services, including candidate filing, data requests, voter registration, and voting, directly to the community on dates and times that are convenient for them in familiar neighborhood locations.

 

On partnering with Elections, Hillary Theyer, Director of the Monterey County Free Libraries, states, “Part of the public library mission is to help people engage with their rights and resources. Voting is critical and this partnership is a pleasure.”

 

According to Gina Martinez, Registrar of Voters, “After the successful launch of our Books and Ballots voting program, and the expansion of the program to include Books and Ballots: Candidate Filing, it is an honor to be recognized for our efforts. Books and Ballots expands access to the ballot and enhances participation in the democratic process,” She adds, “We are fortunate to have partners in democracy, including the Monterey County Free Libraries and dedicated election workers, to help us improve access to the ballot.” 

 

The Clearies play an essential role in fulfilling the EAC’s mission to serve as a clearinghouse for election administration information under the Help America Vote Act. The EAC is an independent, bipartisan federal agency solely focused on election administration. Submissions were judged on innovation, sustainability, outreach, cost-effectiveness, replicability, and the generation of positive results.

 

EAC Chairman Donald Palmer, Vice Chair Thomas Hicks, and Commissioners Christy McCormick and Ben Hovland praised the 2024 Clearie winners in a joint statement:

King City CHP is searching for person of interest who fled the scene of a fatal crash in Greenfield

On Monday, September 16 at approximately 3:50 pm, a fatal traffic collision occurred on Metz Road south of Elm Avenue in Greenfield.  The driver who caused the collision fled on foot and is currently outstanding.  The California Highway Patrol King City Area is currently seeking the whereabouts of 31-year-old Agustin Santana-Moncada of King City who has been identified as a person of interest in the case.  The King City Area is requesting assistance from the public in locating Santana-Moncada.  Anyone with information is asked to contact the King City Area office at (831) 385-3216.

Homicide of Inmate at Salinas Valley State Prison in Soledad Under Investigation

  APRIL 8, 2025 SOLEDAD, CA – California Department of Corrections and Rehabilitation (CDCR) officials are investigating an alleged homicide of incarcerated person 36-year-old Joseph Mendoza which occurred on Tuesday night, April 8, 2025, at Salinas Valley State Prison (SVSP) in Soledad. At approximately 5:39 p.m., staff observed incarcerated persons 30-year-old Edgar Frayre and 32-year-old Nicolas Young attacking Joseph Mendoza with improvised weapons on the dayroom floor in Facility C. Staff immediately responded and issued several verbal commands to stop, which were ignored. Staff then deployed multiple less-than-lethal use-of-force options, which ultimately quelled the incident. Frayre and Young were secured in handcuffs. Medical aid was initiated for Mendoza; however, he was pronounced deceased at 6:10 p.m. Medical evaluations were conducted on Frayre and Young, and no serious injuries were reported.
