“TAMC Receives Excellence Award for SRTS Participatory Budgeting Program”

 

MONTEREY COUNTY – The Transportation Agency for Monterey County (TAMC) received the California Association of Councils of Governments (CALCOG) “Eureka! Award for Regional Excellence” on Monday, March 9, 2026.


 


The award was presented during the California Regional Excellence Award Ceremony in Long Beach, giving recognition to the Salinas Valley Safe Routes to School Plan & Participatory Budgeting Program. The plan and participatory budgeting process was deemed to be innovative, with creative leadership and thinking needed to develop and implement new ideas that can serve as examples or best practices for others to follow.


 


The Salinas Valley Safe Routes to School Plan & Participatory Budgeting Program was a two‑year effort that identified barriers to safe access for students at 22 public schools in South Monterey County and recommended both infrastructure and programmatic improvements. A key focus of the plan was developing an equitable process that meaningfully engaged transportation‑disadvantaged community members.


 


Community participation is often limited by language barriers, distrust of government, lack of transportation, limited time to attend meetings, childcare needs, and limited experience with civic engagement. To address these challenges, the Transportation Agency dedicated a local funding source to support Safe Routes to School projects selected directly by the community through a participatory budgeting process. This process relied on community steering committees to identify projects, which were then voted on by residents to determine which would receive funding. The result was a streamlined, two‑year path to advancing projects that reflect community priorities and deliver meaningful safety improvements around schools.


 


Upon receiving the award, TAMC’s Executive Director, Todd Muck stated, “While participatory budgeting is not a new concept, what is innovative is our multipronged approach leveraging partner’s strengths to engage transportation-disadvantaged community members to improve safe routes to school.  This is the gamechanger that has made a difference and why our work with Monterey County Health Department, Ecology Action, and the cities of Gonzales, Soledad, Greenfield, and King City to develop the Salinas Valley Safe Routes to School Plan is being recognized.”


 


The Salinas Valley Safe Routes to School Plan was funded through a $664,127 Caltrans Sustainable Transportation Planning Grant and $126,501 of Measure X Safe Routes to School Program funds as is reflected in the approved agency budget. The projects selected through the Participatory Budgeting process are funded by $1 million ($250,000 for each city) in Regional Surface Transportation Program reserve funds.


 


The success of the Salinas Valley Safe Routes to School & Participatory Budgeting program has been duplicated in North Monterey County in collaboration with agency partners to create safe routes to schools in the respective communities.

  A fatal multi-vehicle collision happened on Saturday night, January 10 at 9:51 p.m. on northbound Highway 101 outside of King City. King City City Council Announces Selection of José Arreola as New City Manager

  January 7, 2025-Following an extensive recruitment process, José Arreola has been selected by the King City City Council to be its next City Manager. Arreola will replace Steve Adams, who is retiring after serving in the position for the past 10 years. Arreola was selected from 31 applicants and 8 finalists for the position. The King City City Council will formally consider the proposed city manager contract at its meeting on Tuesday night, January 13. King City CHP is searching for person of interest who fled the scene of a fatal crash in Greenfield

On Monday, September 16 at approximately 3:50 pm, a fatal traffic collision occurred on Metz Road south of Elm Avenue in Greenfield.  The driver who caused the collision fled on foot and is currently outstanding.  The California Highway Patrol King City Area is currently seeking the whereabouts of 31-year-old Agustin Santana-Moncada of King City who has been identified as a person of interest in the case.  The King City Area is requesting assistance from the public in locating Santana-Moncada.  Anyone with information is asked to contact the King City Area office at (831) 385-3216.
