Paso Robles City Council Appoints John Hamon to Mayor Council Seeks to Fill District 1 City Council Seat by Appointment


PASO ROBLES, CA - [September 8, 2023] – The Paso Robles City Council appointed Mayor
Pro Tempore John Hamon to the seat of Mayor during a special City Council meeting held
on Thursday, September 7. The appointment was made due to the seat becoming vacant after the
passing of Steve Martin. Mayor Hamon will hold office for the remainder of the original
term, until that seat is up again as part of the regular election cycle in November 2026.
As a result of the appointment of Mr. Hamon, the District 1 City Council seat became
vacant. The City Council directed staff to begin accepting applications from interested
individuals with the intention of filling the seat through an appointment process.
A Special City Council Meeting to interview applicants is scheduled to be held on Tuesday,
September 26, 2023. If the City Council determines there is a qualified and preferred
applicant, the intent is to have that individual be sworn in at the regular City Council
meeting on October 3, 2023.
Those interested in representing District 1 can fill out an application beginning Monday,
September 11, 2023. Applications will be made available on the City's web site
(PRCity.com) and at the City Clerk’s Office; 1000 Spring St. Completed applications may
be submitted in person (City Clerk’s Office, 1000 Spring St), by e-mail to
CityClerk@PRCity.com or by mail (1000 Spring St, Attn City Clerk, Paso Robles, CA 93446)
and received no later than 5 p.m. on September 21, 2023. Interested individuals can

All prospective applicants must be at least 18 years old, registered to vote in the City of
Paso Robles, and live within District 1. The District boundaries can be viewed at:
https://tinyurl.com/4mhsh62a. Pursuant to state law, the appointee will serve through
the November 2024 election cycle. Applicants who do not meet these criteria cannot be
considered for appointment.

King City CHP is searching for person of interest who fled the scene of a fatal crash in Greenfield

On Monday, September 16 at approximately 3:50 pm, a fatal traffic collision occurred on Metz Road south of Elm Avenue in Greenfield.  The driver who caused the collision fled on foot and is currently outstanding.  The California Highway Patrol King City Area is currently seeking the whereabouts of 31-year-old Agustin Santana-Moncada of King City who has been identified as a person of interest in the case.  The King City Area is requesting assistance from the public in locating Santana-Moncada.  Anyone with information is asked to contact the King City Area office at (831) 385-3216.

Homicide of Inmate at Salinas Valley State Prison in Soledad Under Investigation

  APRIL 8, 2025 SOLEDAD, CA – California Department of Corrections and Rehabilitation (CDCR) officials are investigating an alleged homicide of incarcerated person 36-year-old Joseph Mendoza which occurred on Tuesday night, April 8, 2025, at Salinas Valley State Prison (SVSP) in Soledad. At approximately 5:39 p.m., staff observed incarcerated persons 30-year-old Edgar Frayre and 32-year-old Nicolas Young attacking Joseph Mendoza with improvised weapons on the dayroom floor in Facility C. Staff immediately responded and issued several verbal commands to stop, which were ignored. Staff then deployed multiple less-than-lethal use-of-force options, which ultimately quelled the incident. Frayre and Young were secured in handcuffs. Medical aid was initiated for Mendoza; however, he was pronounced deceased at 6:10 p.m. Medical evaluations were conducted on Frayre and Young, and no serious injuries were reported.
